Try using any photo editor software application and use the resize capability to change the size. For example in MS Picture Manager, select the picture you want to work with, then over on the right pane there will be an Edit Picture option. Select that option. Then there will be a Change Picture -> Resize option in the right pane. Select Resize. I usually select the Predefined width x height option. Then the Web - Small from the dropdown. Then save everything and back out. I usually save the resized picture as a new file because you lose a lot of resolution by doing this to the original picture file if the picture was taken at a higher resolution. When we share pics or want to print you usually want to retain the higher resolution if you've got it...probably way too much information...but this hopefully helps.
