If you find a pair of loungers that has been 'reserved' before breakfast, but not occupied, feel free to clear off the offending 'stuff' but sit somewhere else. Then have a good laugh when the miscreants come to find their belongings. There's not too much of a tide, so if it's in the ocean it should all be findable.
Or
Make up a few "warning" messages from 'Hedo Management' telling the owners of the offending loungers that they are in breach of the Hedo Code of Conduct -- share and share alike.
Of course some people are just into themselves and what they want and have no idea (or don't care) that they are being selfish and pig headed. If their stuff ends up on the beach, in the ocean, or at Lost and Found, they might get the message.
