There's a great freeware tool to resize single / batches of images that you can find here:

http://www.vso-software.fr/products/image_resizer/

It doesn't give a filesize option, but if you resize images to be 640 X 480 at 80%, even high resolution camera images get down to under 100K (the limit for the 4H boards)

As far as I know you can't delete it completely, but you can go back to your post and hit edit, then change whatever you had on/in the post
