I've traveled to Trinidad for work during the Carnival season and can only suggest that you find the band (costume) you want to join ahead of time to make sure you get what you want. From what I understand the fee (maybe $200-$300) to join a band can include the costume, drinks, etc. for the parade day. I know Tribe - mobile.carnivaltribe.com is one of the biggest bands to join but there are a lot to choose from. If you know a Trini who can advise that's the best.
The Hilton hotel is in a good location to view the area where the competitions take place. There may be rooms to rent that are closer (walking distance) to the activities. I've heard that after the parades everyone heads to Tobago.
