Interesting event today.
Came on this forum, read some posts, tried to answer 1. Got logged off because I took to long typing the answer. Not the first time this has happened.
Went to log back on, via the same shortcut on my desktop, and now getting message "The Connection has Timed Out", and no connection. Tried Firefox, Chrome, and Edge. All had the same response. Turned off firewall and tried again, same thing. Tried other web sites, and they all connected without a VPN.
Went to a second computer which was running a VPN, and it connected just fine, and I was able to complete my posting.
Turned off the VPN, and now it can't connect either. VPN on, and it can now connect.
Back to the first computer, enable VPN, click on my same desktop shortcut, and now it can connect. VPN off and it cannot connect.
So, does this site block people that take too long to enter text, or is my ISP blocking me from this site. Is my IP forever blocked.

It's more than likely your Isp. Switch your router DNS to OpenDNS instead of your Isp provided DNS.

The site probably doesn't block ip addresses. If they were to block someone, they would probably block the account itself instead of the ip address.

There is a possibility it could also be your browser. Try clearing all the caches and try again. Not a guaranteed solution but a standard one to pull out of the toolkit whenever these types of problems come up.

All is good now, it only lasted about 24hrs. Came clear on it's own so I'm writting it off as an ISP glitch.
As a rule I clean all caches and logs when I shutdown my browsers. Don't save history or cookies either.

Even viewing as "guest" was blocked. Tried three different browser and all responded the same way. The only thing that worked was accessing via VPN.
