Basically where ever you want. Just be mindful of your surroundings and probably not a good idea to do it up in the lobby buffet area.

I believe it falls under the same rules as cigarettes. Which is nowhere under a roof, or something like that. H2 does tend to look the other way most of the time.
If you keep your second hand smoke away from others, I don't think anyone is going to complain. H2 does have a specific area for smokers of conventional smokes.

Yes, you can smoke on the beach, just make sure you keep it from drifting over others. People have become somewhat militant about the smell over the past 5 years or so. We usually go for a float.

The guests, the atmosphere and the freedom really can't be beat
Jamaica has comprehensive health laws related to smoking in public. A resort, in its entirety, is, by those laws, a public space. The laws go beyond banning smoking under roofs. By those laws, smoking is not permitted in rooms, on the beach, in pools, on pool decks, along walkways, in any restaurant or bar (inside or outside), any roofed venues and even on room balconies (roof or no roof). Resorts can offer special designated smoking areas that that out of the way; staff is not permitted in this area (even for cleaning) if it is in use and there are no food and bar services. If smoking is a problem, you can complain to management and they are obligated to correct the problem. The monetary fines are huge. Respecting the laws of a foreign country is a sign of respect and maturity.
It is openly smoked on the beach all the time. They even place ash trays on tables in the sitting areas. You can also easliy buy it on the beach as well. There is a rumour that the resort will begin to selling it yet I have seen no evidance of this.
Hedo March 11th - 18th 2017
Just got back from our 12th trip, you can smell it pretty much everywhere except the lobby area and openly offered by locals on the beach. Nobody seem to care, including the security people patrolling the beach. We are not smokers, but we feel the smell is part of the Hedo and Jamaican experience just as mush as seeing all the horny, sexy, happy people.
