This was wildly enthusiastic speculation that was written about in various media when the decriminalization amendment became law and before the Cannabis Licensing Authority had begun their work. There was even speculation about ganja vending machines at the airports, too.
No such facility at the airports or cruise ship ports are available.

We had our cab driver take us to Island Strains dispensary on our way to the resort. I purchased some quality pre-rolls and some flowers. Had plenty for our entire stay. They threw in some free rolling papers and a grinder as well. I rolled many a large spliff while relaxing on the beach. I highly recommend this approach if you wish to avoid dealing with the vendors on the beach.

Part of the law changes that permit medical ganja dispensaries is a section that defines where smoking both ganja and tobacco products can be smoked. Within that law, smoking ganga and tobacco products is not permitted in public. The law defines a tourist establishment as a public space so smoking within a resort is limited to designated areas. Smoking in rooms, on balconies, walkways, restaurants (inside and outside), bar (inside and outside), pools, pool decks, beaches is not allowed by Jamaican laws. Resorts can provide designiated smoking areas that are out of the way.
Being from Colorado I did already have the medical certification but for those who don't it's a five minute consult with the in-house doctor who asks you a few questions and then certifies you and you pay $10 for that. I saw someone else do it and it looked quick and painless. Enjoy.
What you stated is correct and Hedo chooses not to follow Jamaica's laws concerning tobacco smoking so I doubt they will follow the ganja laws. I assume Hedo doesn't follow the laws since the government doesn't enforce them. The smoking area next to the Piano bar is not legal as it's within 5 meters of the windows and entrance of an enclosed space. I believe the smoking area behind the nude pool is legal but I haven't seen it used when we were there.

Does anyone have experience with the ganja rules at Hedo? I like to smoke but also want to respect the facility and other guests. What's the plan if you want to smoke some of Jamaica's finest in the resort?
In all the years we have been going, I've never seen H2 enforce any rules as far as ganja is concerned, even when it wasn't legal.
Most guest smoking are respectful of those that do not partake, and don't intrude.
There are designated smoking areas for tobacco, and the current laws for that now apply to ganja (as in a specific distance from doors and windows etc.)

When we were down in May we met and spoke with the couple that is opening and running the dispensary. Their plan was to open during the summer pending all of the documents are in order. They(Hedo) are also going to be paying for growers to go legit as well, since they will only be able to buy from legit sources.
$10/gram may sound steep but considering you're not allowed to bring your own, even though it's legal where we live, I found it to be a very easy and convenient process. It's much less expensive in the USA too. I can personally vouch for the quality. Although the herb was not as potent as some of the stuff we're accustomed to in Colorado it was still enjoyable to smoke and produced the desired effects. I purchased a few strains at the dispensary in Jamaica that are the same strains that I am partial to at home and I will say the appearance was different and the smell. I don't know if this is due to different growing conditions or what other factors are at play but I wasn't disappointed.
