It's been a couple of years but we have always enjoyed Xtabi on the cliffs over by Ricks Cafe

We've stayed at Catch a Falling Star Gardens, Negril Palms and Travellers. All were good and inexpensive but Travellers was the nicest (a little more expensive than the other two though)

We've stayed on the beach a few times and imho Negril Palms is the best value.

We stay at Negril Palms the first night we fly in to Jamaica. . Last year, we were able to ride from the airport to Hedo that Friday with all the other guests, and then the bus driver took us on over to Negril Palms. We tossed our stuff in the room, walked the beach for an hour, ate dinner at Negril Palms own restaurant and then fell into bed. We are always exhausted on our travel day. We woke at 6 and were at the front desk at 7 am when it opened. We checked out and payed $5 for a ride over to Hedo. We checked in and enjoyed breakfast and time at the nude beach until our Hedo room was ready.

We have stayed at Coco La Palm and it is inexpensive, friendly, clean, nice beach, nice restaurant, etc. Next week we are staying for a couple of nights at Travellers Beach before our Hedo week- have heard good things about it, it is quite close to Negril.
