Why would you want to walk and drag your bags down Norman manley Blvd. ... it only costs 5 USD to take the cab....

I agree. It is walkable, but with your bags you might as well just pay the 5 bucks.

Here's what we do for taxis... for what its worth... we never ask how much it will cost to go somewhere. We know that we can always get from Hedo to Downtown Negril for 10 bucks. Actually we can do it for $10 return but I always give them $20 because I hate being cheap with people that are slaving to make a living while I am paying $400 per night for a room. Any ride less than the distance to downtown we give them $5. And we never ask, "how much to go somewhere" because they'll always ask 4X what it really cost. We just say "will you take us to Hedo for $5" (or $10 or whatever), and they'll always say yes. No dickering, done deal, and they are happy.

Here's another trick... just go out to the main drag and start walking. Cars going in that direction will honk as they go by. That means that they are offering to drive you in that direction. If you want to jump in just put your hand up and they'll stop. I always say before getting in, "$5 to get me to hedo" (or whatever), and they'll say, "ya mon, no problem", and away you go. These aren't taxis, just guys going that way trying to make a few bucks. We've done it with our full load of luggage several times coming from other hotels. And often we'll do it if we are walking into town and just get lazy part way home. We've always felt totally safe doing it and met some great local characters.

If the only bag you're carrying is the one between your legs then a brisk walk is fine, otherwise spend the $5 on the taxi. You're spending thousands on vacay, that extra fiverr likely won't hurt all that much

I have walked and took a cab either way is good if you do not have a lot of luggage.
