We walked across Sandals beach 8 years ago. I did not see any who were topless. At Beaches we were asked not to take pictures showing the resort...just asked to move on from the beach.

We went to another C/O resort before Hedo. There is really no need to not just take the plunge. You can get your toes wet or go all the way...no one will notice or criticize if you just act...
